WP Cerber does not show “a message “spam detected” in a red pop-up box”. It looks like you have another anti-spam plugin on your website. Most likely, your issue is caused by a plugin conflict.

An old administrator is blocked from logging in, with the message “spam detected” in a red pop-up box. He can login when I disable WP-Cerber, but I do not see any record of the login-attempt on the traffic logs. Any idea?

The wordpress.org plugin repository rules changed unexpectedly and WP Cerber became, as an anonymous wordpress.org moderator said, “a weird and unsafe plugin”. Although the official and publicly available plugin guidelines and rules remain the same, there are hidden, not-published anywhere rules for plugin moderators which plugin authors must find out in a trial-and-error way by submitting several versions of their plugins. You can use the main Cerber.Hub website to update WP Cerber plugins on any managed websites if they have WP Cerber 9.2 or newer installed. It is supported in the free version.
